Now I know the closer to 0 is the better (Skyes mother is 3.3) but what is considered too high to breed from?

When we were buying our puppy I was told that you want to aim for a combined parental hip score of below the breed average - so for a labrador the average is 15 - so we needed combined score below that. Having said that - I was also told below 10 is ideal, but my puppies parents had a combined score of 12.

there are top showdogs and breeding dogs who have hs's of 20, it does vary from breed to breed what average one would desire

It varies between breeds, perhaps you could ask someone within that breed? Though you are right, whatever breed the lower the better.
