Hives on shoulders

My welsh mountain pony has in the last week come up in hives which are less in the morning, and increased throughout the day. I have not seen him without them in the past week.
The obvious solution would be a fly rug, however I worry it is increased by heat, therefore the rug wouldn't help. Does anyone have any suggestions? Going to buy a garlic lick and fly spray him multiple times but does anyone have any experience with this?

have you tried giving him a few antihistamines and seeing if that helps? Is he particuarly fluffy? Could he be getting hot? I would also try a wash in Maliseb shampoo or a very diluted hibiscrub bath to see if that helps. Aloe Vera gel is sooo good for taking lumps/bites down too. I use it on myself and my horses, its very soothing. You can pick it up cheap enough in the supermarket.
