Can anyone explain to me if there is a difference between the Animal Welfare Act 2006 and the Animal Welfare Bill 2005? is it simply that the Bill preceeded the Act? And what is the difference between a bill and an act?

Have been taught one by one tutor and another by the other tutor and am confudled!

Yes - bills are what precede acts!

The Bill goes to Parliament and if it is passed, it becomes an Act. So recently we had the Marine and Coastal Access Bill which went through Parliament and when it gained Royal Assent in Nov 2009, it became known as the Marine and Coastal Access Act 2010.

Bills are not usually cited with their date, but Acts must be cited with their year for it to be a correct citation - the year is part of the name essentially.

Where an act amends an earlier act, you can simply cite the earlier act and then write 'as amended' in brackets - so for example The Countryside and Rights of Way Act 2000 amends part of the Wildlife and Countryside Act 1981, so you write The WCA Act 1981 (as amended), which means you are covering all the amendments the CRoW Act brought in.
