a horse&rider combination that have run at CCI**** level drop down to run HC at an intro?

I understand that horses need confidence runs but surely a PN run would be sufficient for a horse that could tackle Burghley?
Was just wondering..

was that one of the bow house horses at clebury?? if so it was ridden by someone else and maybe they only want to do intro!! or the horse is retired from top level now so no need to do anything bigger!

The horse has been doing intermediate novices, pns and novice all season but it did have 2006 off - so injury
