I've used Keratex hoof putty successfully before, which sounds similar, for a horse which had had a major hoof resection for seedy toe.

It smells nice and fresh. In winter it was hard work to dig a ball of it out of the tin, then I'd pop it inside my bra til it became malleable and I could apply it to the horse's hoof 🤣.

ETA The resection went nearly as high as the coronet band, but the putty stayed in place really well. I'd replace it once a week or so.

I had an advert on fb for it a few weeks ago, tbh I can't imagine it would stay in for any useful length of time, but happy to be corrected

I stuck it down my waistband 😁

Great stuff, really worked.

This is the resected foot, firstly without being packed not long after the procedure was done, and then a few weeks down the line with the hoof putty as it grew out, which IIRC took about 10 months in total. The keratex was brilliant.

She was sound throughout.

My thought having used both (and as a big fab of RH products) was that the hoof putty was better at stopping stuff getting in if that was the main goal.
