hoof trimming

I believe it's only illegal if you "prepare the horse's feet for taking shoes". I rasp my horse's feet in between the farrier coming as she's just gone barefoot and they're cracking a bit so need tidying up. Farrier told me to do this so it must be ok!
 
My farrier insists any sort of interference is actually illegal, even rasping. You are allowed to remove a shoe if it is causing or likely to cause injury to the horse - like a half-off one.
 
Rasping isn't illegal by a lay person, only in connection with shoeing. The Farrier's (Registration) Act 1975 states:

Under this Act it is an offence for an unregistered person to describe himself as a farrier or shoeing smith, and it is an offence for an unregistered person to carry out an act of farriery. An act of farriery is described as "any work in connection with the preparation or treatment of the foot of a horse for the immediate reception of a shoe thereon, the fitting by nailing or otherwise of a shoe to the foot or the finishing off of such work to the foot" . Veterinary Surgeons and Veterinary Students under supervision are exempt from this general rule.

I have an unshod horse and my EP gave me an old rasp to tidy any chips. In fact after 18 months barefoot I have no chips any more, it's just something you might experience in the early days when the walls are thin and any disease is growing out. I was told though never to rasp beyond the white line.
 
well thanks for advice.its harder than it looks horse fine nice and tidy ,me big rasp mark right down my thumb ouch.
