Horse ages

When someone describes a horse as 'rising', for example rising 5, does that mean it is 4, but is approaching 5, or does it mean it is reaching the end of being 5 and will be 6 shortly?
 
Its four and coming upto 5.

I thought a horse becomes 'rising 5' in teh January of the year that it will turn 5, because they all change age on the same day, 1st Jan - i.e. Sid is now rising 6, he'll actually be 6 at the end of July
 
Yes that was my understanding that its the tbs offical bday on 1st jan but no other breed gets that offical day, someone please correct me if am wrong.

Loads of associations and societies use the 1st Jan to increment a horses age...but only for the purposes of competition eligibiity. The BSJA is just one example
