Horse all spotty-advice please...

My horse has got spots all over her neck and flanks- basically everywhere the rug doesn't touch. I feel sure its a reaction to something either in the field or her bedding- any ideas on how to reduce the bumps. Its not bothering her but she looks like she has measles!
I have given her a bran mash and epsom salts.
 
Fly bites? My horse is covered in them, here is a photo and you can see them on her neck, they are much worse under her belly too. Is this what they look like?

ZigZag- I think so but cannot figure out what and how to get them to go down! I have not changed anything in her diet.
 
We had a horse with it once and couldn't figure out why, (in fat never found out why) but we found cold hosing the horse helped and eventually disapeared, not saying the cold hosing works,they might have gone anyway ! but felt better for doing something, the vet did say it might be something in the shavings as we had a new batch delivered
 
The easiest is get some witch hazel from the chemist, stop the itching and reduces swelling. If there is puss get a sachet of Virkon from the tack shop and make a solution and wipe all over. x
 
Might be the buttercups. My horse went out last week in her fly rug. Came in from the field with her face covered in very very small spots all over it!!!!. Nothing on her body at all. But she had had her head down grazing and touching the buttercups. Rubbed sudocream all over her face and gone by next morning!!! But some have started to go a bit bald now.
