How do you define a horse dealer.

Someone who buys horses to sell on, i think it's something like, more than three a year, i could be wrong though.

A real dealer is someone who buys and sells more than 3 horses a year, who advertises genuinely and doesn't try to sell the wrong horse to the wrong person to make a quick buck.
Unfortunately, there are a lot of a false dealers have given the business a bad name.

Also used as an insult on a forum i used to use, if you bought a youngster, produced it and then sold it on 2 years later you were branded a dealer
