Horse dropping hind leg

My 23 year old welsh pony fractured his splint bone 3/12/20. He spent around 3months on strict boxrest with bandage changes as we think he slipped and his shoe went into his leg and hit the splint bone causing the fracture .. he was xrayed each week and eventually all healed up vet was happy and he came back into work .. did the odd hacking then last summer we had a new farrier who pretty much ruined his feeet as he removed so much my poor boy almost had stress lammy .. so he didn’t do much as he was recovering .. he’s now on part loan and had a lesson yesterday .. his loaner called and said during his canter he kept dropping his hind leg on the odd stride and felt he was pulling with the front and back end was kinda following .. I’m having the vet to him but I was hoping for some opinions .. could this be just lack of muscle? Iv noticed his stiff coming out his stable but for his age I assume that’s quite normal my other horse was the same .. Iv asked my vet a few times about hock injections but Iv kinda been dismissed as he walks the stiffness off and it’s never affected his ridden work .. he’s also due to have his back checked so I’m booking that in after the vet has been
