Ditto reply above. I personally wouldn't approach the owner - having in the past received a loada verbal from someone who was nothing better than a lout who was too idle to get off his butt to walk his dogs, and just let them run around all penned up and frustrated in the garden all day. Its not the dogs' fault, its always the owners, they fence the dogs in and don't bother to walk them or train them, and its only a matter of time before there's an incident.
Personally I wouldn't hesitate, I'd go straight to your local dog warden and/or police and/or environmental dept and report this without delay. Your council tax (and mine!) supports these public bodies, and it is for occasions such as you describe that they are there for!
