Horse has arrived no passport

Here is a scenario, horse on loan delivered by owner of livery yard , checking passport it is the wrong one. Loaner contacts owner after a delay the owner announces passport is missing.
What does the loaner do now?
 
Seems to me that the livery yard owner has broken the law, delivering a horse without a current passport. I don't know much about livery yards but I think they also have to keep valid passports or possibly copies for all horses on the premises. It might be completely innocent but it seems a bit fishy to be sending the horse with an incorrect passport - did the yard owner bring the wrong one by mistake or was it the fault of the horse owner? I think I would be asking more questions of both of them.

Contact your local trading standards department and ask for their welfare division!

They will be happy to investigate this for you both on the transport side (do hope the livery yard owner was licensed to transport the horse) and the 'pretend passport' that was sent
