I've read several posts lately abt people on yards not looking after their horses properly; not knowing very much abt horses but buying them; disasters waiting to happen etc.

It made me wonder whether or not introducing horse licences is a good idea? If you look at it from one way horses are dangerous and unpredictable animals which can cause fatal accidents, they suffer needlessly because an accident has occured to the owner which could have been avoided - the list does go on. On the other hand horses cost enough without having to get a licence to keep one (something basic like the Horse Owners Knowledge Award).

Obviously this is something which isn't going to happen - I was just wondering if in theory other people think it's a good idea

Nope, pointless (same as the old dog licenses), responsible owners who just end up incuring an extra cost as would get one, irresposible owners wouldn't bother.
 
No! Don't see why I should have to pay for the privalidge of owning an already expensive animal and how would it ever be monitored or enforced? People can find a way around these things...at least those un-scruplious ones can anyway!
 
Wouldn't work at all. As has been said, responsible owners incur more expense & the irresponsible owners wouldn't bother with it. Who would enforce the scheme? No one seems to enforce the passport scheme so I doubt if a licence would have any value in it.
