Horse Owners made to register & insure on Government Database

I read in the Daily telegraph today that and I quote....

"Anyone who keeps a horse would have to pay to register their animal on a government database and take out compulsary insurance against disease under plans drawn up by Whitehall.

The scheme calls for a "central register" of all farm animals and horses as part of a new regime for preventing outbreaks of diseases such as foot and mouth and bluetongue.

Owners would be obliged to pay an annual levy for every animal they own.

Laws would also force them to take out commercial insurance policies to cover the costs of treating or slaughtering their animals in the event of a breakout.

The rules are primarily aimed at farm animals but documents from DEFRA indicate that the registration levy and the insurance rules "could also cover horses and their keeper".

Registering a horse would cost an estimated £10.50 for every animal.

There are around 650,000 horses in England and an estimated 4.3 million people who ride."

In France all horses have to be registered on national stud database. For most imported pedigree horses this costs 110 euros. Horses who are not registered cannot be sold, compete or used for breeding.

Pedigree French horses who enter the UK do not have to be re-registered and if they are the cost is £5.

I hope DEFRA will soon learn from the French example and charge £110 for every imported horse.
 
thinking about it, Defra's dealing with the foot and mouth was a monumental disaster, blue tongue heading the same way with all the unnecessary cheap imports so here we go, trying to pass it on to horse owners!! anything to whitewash their own pathetic dealings-
 
Maybe for their next policy planning meeting, Defra could go to the Coors Brewery in Burton-on-Trent, and attempt to organise a certain event there!
 
I think we all just have to try and survive the next 12 monthes untill the election, hopefully after a change of goverment there will then be less pen pushers and a much smaller state sector, It would be nice to see less of the quangos and pointless buerocrats that have been gorging themselves on our money over the last 12+ years while making normal folks lives a misery at the same time...
 
Is this the National Equine Database, or does that already exist? OH was talking about it the other day and it stuck in my mind because of the acronym. It could be a good thing if it helps prevent theft, dodgy imports and people buying a horse on a whim. On the other hand, this particular government (although probably all governments, in reality) seems to have no idea of what happens anywhere that isn't within walking distance of a tube station.
