Horse Passport rules, Welsh trader fined £14,000

Good. I hope they continue to keep a close eye on him, and the rest of his family, from now on. He's got away with too much for too long.
 
Two observations - does ANYONE really believe that he has been exporting low grade rubbish abroad, and how much of the fine will he actually pay? My guess would be none of it.
 
Hopefully he will get his property seized if he refuses to pay, unless of course it's transferred into someone else's name as a pre empt. At least the judge knew he was spinning a load of flannel and hopefully these court / jail appearances will become such a nuisance to him he'll improve his ways .

There are definitely traders exporting bottom end horses and equally bringing in bottom end horses, hopefully tightening the Tripartite will stop this.
Glad the Welsh Gov have started to stamp on those who ignore the rules most of us adhere to.

Yes, thanks to another successful RSPCA prosecution, he was jailed for 8 months and fined £95,000.

Shame on Carmarthan County Council for selling the horses at auction for £5-£10 each. Did they really think the horses stood a chance when Mr Price bought them for peanuts or did they just not give a damn ?

The passports were still in the county council's name. No wonder the council prosecuted him.
 
I complained to DEFRA about the new Passport Issuers Business plan as there is no DEFRA contact designated to PIOs and the plan does not require Local authorities to respond to complaints or quote a specific time frame to respond.
There response was "Local Authority Trading Standards are empowered under the Horse passport Regulations 2009 to enforce those Regulations. It is for individual Local Authorities to allocate resources and decide upon enforcement action as they see fit."

My reply was"That is not an answer it is exactly what David Heath says to me. DEFRA talks about enforcement of the Horse Passport Order and Mr Bishop himself stated that LA's are short of cash and are unlikely to have resources to investigate. ~What I want is a dedicated email address for PIOs to DEFRA and a commitment from LAs that they will respond to reports of infringements of 504/2008 within 14 days or inform complainants that they are taking no action."
If someone complains they have bought a horse and paid for it and the seller will not hand over the passport as often happens the PIO needs to know promptly what action the LA is going to take so new documentation can be prepared as every horse needs a document for treatment by a Vet.
 
There is a petition to the Government asking for them to take action on making Horse Passorts effective fr many reasons - but I for one am sick of hearing about the atrocities that are happening to horses just because owners cannot look after or care for them anymore. Mare slain in front of foal last week, horse set alight the week before, pony drowned in canal, horses died at tether because he had no water - WHAT IS WRONG WITH PEOPLE ?

Here I go again!!! In France we have ownership documents, separate to the passport and linked to the National Equine Database, change of ownership only occurs when both parties have signed this paper and returned it to the National Stud.

My passport is ALWAYS checked when we compete in France and the m/chip read. I was jumped on by furious members when I asked one of my breed societies if passports would be checked at a breed specific event in the UK.

We cannot breed legally from horses who are not registered on the equine database. To breed from them they have to be swabbed and vaccinated. A series of fines exist for people who break the law. Progeny of horses who do not meet these requirement are passported Origin Unknown and cannot compete in most competitions in France in effect they are only good for hacking or meat.

The UK is so behind.
