Horse Reactive To Hay

Does anyone else have a horse very reactive to different hay? He's absolutely fine on the old (and not best quality) hay but as soon as I give him any of the newer better quality stuff he looses his marbles. I've tried soaking it but it still has the same effect. It's meadow hay and I have tried from two different suppliers but still has the same effect. He's like a completely different horse. With his previous owner he was on haylage and he was fine but I always thought this was higher in sugar? Am now running out of old hay and concerned as to what I should feed him! Should I try soaking it for longer??
 
Haylage is actually usually lower in sugar, due to the fermentation process. Maybe try him on it and see how you get on?
