Horse rubbing winter coat

Hiya so my boy has sweetitch and as the season comes he starting to itch obviously but all of a sudden his rugs are rubbing his withers and shoulders etc is it just the chance form winter to summer coat? Is it his sweetitch? Has anyone else had this problem if so what would everyone recommend I do thanks

How long have you had him? Sweetich is triggered by the reaction to midge flies and i don't think many are about yet. What breed is he? I know my TB would be almost bald when shedding. The rug could also be too tight on him causing the rubbing, an antirub vest could help.
