Horse slopping and dropping back end behind saddle....????

Noticed my horse last week standing with hind legs tucked under him, had him checked for lami which he is all cleared for so we assume its heel pain he is avoiding as he has coffin joint arthritis. However when schooling him tonight my instructor says he is not right behind, he is showing lame on either hind leg but not at the same time, it swaps depending on the direction of travel. He is also appearing to slop his back end behind the saddle as if he's dropping it down/tucking it under. It gives the impression he working correctly but he is actually still on the forehand. Has anyone experienced this before?
 
Thanks for your reply. He is on one bute a day, for hock and coffin joint arthritis. He's also 18 months post diagnosis for suspensory ligament damage. I can't figure if he is uncomfortable behind or in front :/. His he dropping back to avoid pain in front and is the discomfort behind. I had the vets a few weeks before and am tending to find that because he had numerous problems they don't want to investigate and blame a current issue x

Then I would change my vet!
