horse transport companies and 3.5 ton lorries

Just curious - if a 3.5 ton lorry would almost certainly be overweight with 2 horses on board why do so many horse box transport companies use them? Are they all just making money and don't actually care? Or is there some way in which they have had lorries modified so that what looks like a 3.5 is really say a 3.8? Or is the overweight / payload issue something which has been exaggerated? i have often used various companies to take my two horses - one 17.2 TB and one 15hh Cob cross - and even though i have told them heights and types on booking they always have turned up with their seemingly 3.5 boxes... I also know that several companies using these boxes often take two large TB's as their main business is racing. None of the people and companies I am talking about appear particularly disreputable ... so what's the score?

I am looking to buy a box myself but from research I am thinking a 3.5ton is too small despite the fact my two have regularly been travelled in these with transport companies.
