Horse very sensitive to flies - normal fly rug or sweetitch one?

My newish horse had her rugs all off yesterday, and had obviously bitten herself in irritation at the flies - between her front legs, once on her back and she'd rubbed her mane badly in one place. I have another pony who gets sweet itch, who is not yet reacting, so I don't think it's that. Will I be ok with a normal fly rug do you think, or would one of the heavy duty sweet itch ones be better? Have shoved an old fly rug on her for now, but it's a little small and I will need to buy one anyway...

If she's reacting now I would treat as for sweet itch, including a heavy duty fly rug.

Put sweetitch rugs on her and get her some lotions before it gets worse.
