horse with very dry skin

a good wash in selsun or an anti dandruff shampoo, and finish with a vinegar wash to put the skin ph back to normal. and some oil in feed, like a mug of soya/corn/veg oil or outshine or copra meal. or linseed. and check he is worm free!!
 
You could try feeding micronised linseed - doesn't take much to make huge improvement to skin and coat.

As above . Avoid washing him unless absolutely necessary. Horses get washed far too often. Good grooming an strapping brings oil to the surface and promotes circulation.
 
Agree with Mike and you can also feed brewers yeast which is a great skin and hoof conditioner; you can feed it alongside the linseed too.
The health of the horse comes from inside so get the insides right and the outside should be right. It also helps to make sure the horse isn't too cold either else the coat will stand up and look dull.
