Horse won't stretch her front legs

About 7 weeks a go, my mare started showing signs that her saddle was hurting and I had a second opinion saddle fitter out who said it didn't fit at all. It was the wrong shape for her and it kept slipping onto her shoulders. She had 2 weeks off before the saddle fitter came and only been ridden lightly once a week or less since as I have been waiting to sort out a new saddle.

She also had physio the week before the fitter came who found discomfort in her shoulders too.

Up to today, the time off seems to have really helped. I rode her on Monday and she felt amazing, really springy then again on Tuesday where she was happy but she wouldn't walk on the roads at all, she stuck to the grass verges the whole time, even in trot she would come off the verge and do a few strides of trot on the road before walking again. However, she was a nutter when we got off road.
When we got back on Tuesday, I picked up her front legs to stretch them out in front which she normally does but she would not straighten out her knees and stretch. Same again today, she lunged beautifully but looked really quite upset when I was holding her front legs in front of her in turn and wouldn't lock her knee to allow it all to stretch. I didn't pull or force her into anything, usually she will lock her knee and allow the leg to stretch through her shoulder etc but she won't do it and if she does, it's for a split second before she snatches her leg back again.

I'm getting physio back out with the vet but I just don't know what could be wrong. :(

She doesn't seem to have any pain when applying pressure over her back and shoulders but it now seems to be in her chest? As this was the only other place she reacted.
There is no heat in her feet or pulse etc.

Any thoughts?

To add:
She is also in the hopefully new saddle which is due to be fitted properly next week but she had only been ridden in it twice in the times mentioned above which were only for half an hour each so I wouldn't have thought this would have caused it. Would it?

Okay if she's not footy then it sounds like it could be a shoulder injury, otherwise I was thinking early lami.

I considered laminitis too and have been checking her hooves constantly, the farrier said they were fine and she is fed predominantly hay at the minute as there is no grass. Up to last week, I'm sure she was doing her front leg stretches fine so I'm just at a loss.

Hi I know this was posted a while ago but did you ever find out what the issue was. I’m in the same boat with my horse. What did you do to help the situation. I think it’s shoulder related but I’m keen to know what you discovered. Thanks
