Horses biting

Has anyone any suggestions how I can stop a new horse mercilessly biting my (very docile) horse when they are turned out together. He has about a dozen very noticeable patches of bare skin now (he is very light chestnut).
 
Is he being aggresive or just overly playful? Can you put on a lightweight full neck (like an Amigo) for a while so if he bites, he'll just get a mouthful of rug? Hopefully he'll soon get bored. I wouldn't seperate them as it's probably impratical and they're likely just sorting out dominance / hierarchy. Perfectly normal.
