Like the idea of concrete blocks in front of the gates, but perhaps impractical. I would remove the gates when the horses are not in there.

If you just want to go down the legal route don't forget to note the amount of time he's used the land for, so you can bill him on top of the costs to 'repair' the fields after his winter use. Also let your insurance company know.

as the one he uses i would never as it backs onto his garden

If the gate he is using backs onto his garden, put his horses back through into his garden and look the gate again behind them.

With that gate I would have it welded shut if your never going to use it.

Then block the other gateways with one of the many other suggestions.
