horsey dandruff

Does anyone know about this?
My oldie has quite bad dandruff, he has cushing's disease and i've read that dandruff is one of the effects of it. He was clipped untill this summer but this did not seem to help. Have tried washing him with medicated shampoo for horses, and rinsed him very thoroughly, but it comes back very quickly and being an old boy, I don't like to bath him too often.
It seems to be worse in the rain, so he wears a light rug.
Does anyone else have this problem?

One of our Shetlands once had bad dandruff. My uncle who showed Shires told me to give him Linseed oil.
I have just realised it cleared up and it has never come back although he no-longer has linseed oil.
I don't know if it was coincidence.
