Sorry this may be a bit of a rant. The people with he field behind mine have three horses and a pony out 24/7 on good grazing. Last autumn one of the horses and the pony came down with laminitis. They were stabled at night, but then fed twice a day and rugged up through the winter. I would have left the pony(welsh B) unrugged personally and got some fat burned off it! So far this year they have just been out permanently on the lush grass.
The pony has got gradually worse and worse, and spends a lot of its time laying down now. The owners pop up for ten mins most days so don't see this. They know a little but do not take advice at all, know the sort.

Anyway, yesterday it seems they have loaned i out for the summer, and it's new family had t tacked up and a girl maybe four ten/five feet tall, and not so light on it trying to get it to trot round. Obviously it wouldn't, so they were beating it with a whip. After twenty mins they finally got it to do so by whipping it and chasing it with a lunge whip. It was horrifying!! Then they got off, untacked it and left it heaving in the field. It shuffled into the field shelter and stayed there all day.

I rang the RSPCA at the time and they arrived a couple of hours later, he looked at it and said he would contact the owners but there was nothig else he could do. I know it urgently needs a vet, how do I get it one?

Oh god what a horrid situation and I don't know what to suggest!! Sending vibes to that poor pony!! Ignorance and arrogance is such a dangerous combination in horse ownership, why won't people listen??!!

Recommend ilph, I reported a pony to them two years ago with lammi and they never gave up until the owner signed it over.
