How big would he make?

I'm considering buying a New Forest Colt. I would guesstimate that he is around 10hh at the minute, very bum high and supposedly about 4 and a half months old. How big would you expect him to make? The owner said 13.2hh-14hh but I'm a little skeptical.
 
At 10hh I would say you'd be lucky if he made 13.2hh!
Was he bred on the forest? As that usually stumps growth, a NF breeder told me that

Yes he was Forest Bred. I wouldn't mind if he only made 13hh to be honest. I might look a bit silly on him (5'8) but he'd be able to carry me. Although I'm not buying him to be a 'forever' horse. I'm buying him with the idea that if he comes good and makes an okay height then I may keep him, if not I'll work with him and sell him on. Just curious to see what others think.
 
my NF was 11hh at 10 months old. He is 12.3hh now at 17months old. Mine shot up in spring and is having another growth spurt now. I think my fella will end up about 13.2hh (he was also forest bred)

so 10hh at 4.5 months seems like a similar height to what mine would have been at that age.
