Sounds like he's a bit bored in the school? Have you tried loose schooling, I love it and the horses seem to enjoy it too, even more when there's a jump up! It gives them a different experience of being in the school and can be a little more fun and exciting.
I took a cob hunting who is quite lazy in the school and on hacks... that seemed to perk him up somewhat!!
Maybe he is bored, but it is good you have already checked physical reasons.
I feed rolled oats, if you feed whole oats, they just come out the other end! Start with a handful at a time and give him a mineral lick too, covering all bases.
thers been a mineral lick in his stable for 5 months as well as a very tasty apple lickit and hes bothered with neither lol! may give rolled oats a go i know a lady on our yard uses them for her ID thanks
I've recently put D on Naff EnerG and thats worked a treat. He can at times lag and like yours cba, but this just gives him the pick me up he needs and doesnt send him loopy. I just give him the maintenance level as i'm not working him that hard at the mo and it does the job.
