How can you tell what height a horse will make?

I know this may seem like a bit of a dim question , but lets say for instance you see a foal advertised and they say ' should make 14hh , if they don't have the sire and dam how do you actually know? is there any way you can judge just by looking or some sort of rough measurement i.e length of cannon bone etc..
 
you take their height and add to hands at 1 yr old so you can get an approx height there is also a formula with measuring the cannon bone but can't remember that
 
There's the old string test!

It's only a guestimate but probably the best guess you'll get!

Measure from the fetlock to the elbow, then take the same measurement from the elbow upwards and where it ends is the height the horse should make ;)
 
think there is a test you can do with a lead rope.. dunno if it works but i heard of it before and then saw it on here..

You hold the end of the lead elbow then drop it down to the floor,
Mark the level of the fetlock my holding the lead rope with your other hand then (still holding top at the elbow) rotate the lead rope up to the withers and wherever your hand is is where the horse will grow to! Because the length of the elbow to the fetlock is the same as the length between elbow and withers in the fully grown horse.

Sorry that sounds really complicated but I couldn't word it any better!! Maybe someone on here can?! :)

You can't beat the good old 'guestimate' thanks everyone thats been a big help..
