How did fake vet/doctor get away with all this?!

According to the BBC, a fake vet is being sent to jail after a botched castration of a pony. This same person also pretended to be a doctor and did a vaginal exam on a teenage girl and put a five year old on such a ridiculous diet he had to be hospitalized. First of all, where were the parents of theses kids? Second of all, how did he get away with all this??!

its also in the news bit above on HH! The joys of the internet, he got a fake cert off of there and then registered with the correct people using that (i belive the RCVS). Thats how he did the vet stuff for so long, scary really :S
