How DO we educate users of roads and ROW?

There are more and more posts on this forum and I personally am having more and more encounters with fellow road users and rights of way, on horseback, cycling, driving or walking that show a great lack of consideration / awareness for anything or anyone around them.

This problem just seems to be getting worse and worse. So how do we solve it?

Hoik the deisel prices even more so they have to rely on equine power...then maybe they appreciate them
Unfortunately nothing seems to inerest the silent cheetahs(cyclists) who seem downright rude
