How do you decide on a punishment for such a barbaric act?

They should be sectioned, people like that should not be walking the streets, he's obviously got mental problems and is not safe to be in the public around people, our children and other animals, sick!

Just read that the killer will be in court Oct. 21. Minimum sentence is a fine. Maximum is a fine plus five years in jail. (I would like to see five years in jail, plus being shot with a crossbow).
