how do you get rid of rats without baiting?

ERADIRAT!
You get it from your local farmers co-op.
It looks like giant horse nuts....and is TOTALLY harmless to any living creature....except a rat!
It is a natural/green product....and it works.

I used Eradibait in the past and it didn't work for me, neither did my three ferrets! I'd personally invest in some good bait boxes and get the bait blocks and fasten them with wire into the box so that they can't be carried off.
 
Go to anyone in your neighbourhood who has a terrier and invite them around one weekend morning for coffee and cake.
Ger a hose and fix it to the exhaust on your car and run it to the shed area.
Ask your immediate neighbour if you can either access their garden to stuff up any holes and put the hose into one of the holes that side.
Keep the terrors from fighting each other whilst you do this.
Start car with hose stuffed down hole on far side, release terrors as rats start to bolt.

This way either the rats are caught and killed or move out.
No knock on effect from poison.
Disadvantage is that most planted borders will be flattened.

Have a re-enactment of "Far from the Madding Crowd"
.... cue a large number of country people in sacks and leggings [in Scotland we call them "Nicky Tams"] with sticks, as the car starts up people hit the fleeing rats, the second infantry are poised with air guns at the ready, they are the sharpshooters, and can be guaranteed to hit rats not people. Make sure the event is on facebook to ensure enough sharpshooters and country people turn up, each person brings a flagon of rough cider by way of an entry fee.
