How do you teach a horse to jump?

We are currently running a few clinics at the yard, where riders and horses who are inexperienced at jumping have the opportunity to school over jumps. We have a grid of trot poles into bounces, a canter pole into a one or two stride double and a small oxer. We're setting them up small, so the grid will be trot poles into poles on the ground with first one, then two and three raised. Same with the other jumps.

What we're experiencing in a number of cases is total disregard for the ground poles. Horses seem to be blind, clattering through and landing on them. So we put the pole up and the front end lifts to clear it and the rear end drags through it.

This is the case with a number of horses, they aren't visually impaired. They're also not young either, the youngest being 6 up to 12. Is it the case that not all horses can jump? Or does it need to be taught in some way?
