How high 2nd rounds of Junior BN and Junior Discovery Classes ?

Can anyone tell me what the maximum heights that fences are supposed to be built to in 2nd round of JBN and Junior Discovery classes please. I heard of a 2nd round JBN class that was run last weekend where the 2nd round jumps measured 1.15cm ! I thought that 2nd round jumps were supposed to be circa 90 cm with the 3rd round being 1.00m. Do the rules state a maximum height ? What has anyone found the heights in 2nd rounds to be ?
 
Junior BN 2nd round is table A8 (2 rounds plus a JO against the clock). Fences are max 90cms in the 1st round but can go up a max of 10cms in each subsequent round so highly likely to reach 1.10m or even a bit higher (5cms leaway on heights apparently) in the final JO.

Junior Disco doesn't have a 2nd rounds according to the rulebook

Junior Discovery was only introduced April 1st 2007 and so apparantly is in the 2007 /2008 Rule Book - only one double clear is required, to be gained by 31 Aug 2007, to qualify for a regional final - one in the North and one in the South. After this year, then you will need 4 X double clears like all other classes.
 
Junior Disco is mentioned in the rulebook I quoted from above BUT the Regional Finals that follow the 1st rounds are just that...Finals....and thus they do not go forward to a final Final...if that makes sense. The rulebook does not contain course specs for ANY of the proper Finals

We have done two lots of BN 2nd rounds so far this year.

Cobham Manor started at 1m and finished on 1.05m but Blewbury started at 95cm and ended up a good 1.10m.
 
As a relative newcomer ( excuse the pun ) to this, it is interesting how two venues running the same class i.e. 2nd round JBN set up with different heights. I appreciate that course builders have their own preferences on how a course should be built, but surely the height of the class should be consistant irrespective of the venue. The Blewbury venue was the one that I was told was massive ...Out of interest I rang the BSJA to ask what heights the 2nd round should be - they said that the 2nd class of JBN should begin at 90cm and then potentially go up by up to 10cm each subsequent round. However because a lot of course builders were not aware that the heights of the JBN had been reduced from April 1st 2007 then they were building 2nd round classes starting at a metre ( pre April 1st 07 heights ).
 
You also have to take into account the fact that only the coursebuilder has a measuring stick and that just because some *thinks* a course is over height doesn't mean it definitely is. As has been said many times before, courses can look bigger or smaller depnding on the venue, weather, surface and jumps. I've also heard coursebuilders talking about the new super all-weather surfaces giving horses an extra few cms advantage so they build with that in mind.
 
At Blewbury there must have been a good 80+ in the class and only 12 got thru to first jump off and two thru to 2nd jump off - I thought that spoke volumes about how tough the course was.
