How many drugs can a vet put on one prescription?

How many drugs can a vet put on one prescription for one horse? I'm sure I read somewhere that its up to three different drugs/medications but can't find it anywhere. Vet practice told me today its one drug per prescription (and there prescriptions are 21 quid each!)
 
This is all I can find and is on a drug company website for pets.

Q. Do I need a prescription for each order/drug?
A. No - you may ask your vet to list several medicines on a prescription for a specified animal. Separate prescriptions are required for different animals.
You may also ask your vet to write a repeat prescription
 
Its up to each individual practice to decide how many and at what cost ( same applies to charging for filling in insurance forms ) We put more than one drug on a prescription at work.

charging for filling in insurance foms is not legal in the UK
at work we put upto 3 different drugs on one written prescription for the same animal and the prescription can be presented upto 3 times depending on the drug and the satbility of the animlas condition-all for the same charge

It may not be legal but it does happen. I know of 3 practices local to me ( not the one I work at ) that all charge to fill in claim forms and I myself was charged to fill in my ponys claim form even when it was a continuation and all it needed was a signature and date and copy of invoice for euthanasia. No history was required as insurance had it. Ponys receipt and disposal invoice were stapled to claim form for insurance.
