How many horses are allowed on a diy yard before it needs a licence?

As title really!!
Our yard has 18 stables and we were told we need a licence at 12 horses .. But I'm unsure, it's all DIY basic and no help on the yard you just rent the stable and field.
We don't have 12 on the yard at the mo but obviously as he's built the stables he wants to fill them!
 
Fantastic :) well im sure our yo will be pleased to hear this! I've written down the requirements to licence anyway so it's up to him if he does it

You do not need a licence to run a livery yard regardless of whether it is DIY, full, part or any mixture.

The Animal Welfare Act has made provision for the licensing of livery yards but assent through government has never taken place. Legislation may take place in the future but it is very unlikely it will happen during the term of this government.

You will need a Riding Establishment Licence if the horses kept on the yard are used for hire and reward.

Planning consent will be needed to run a livery business and business rates are also payable. The land/yard owner will be responsible for these not the horse owners.
