depends on the occasion, lots of small plaits are fine for dressage/showjumping but not right for showing.

about 7 golf ball sized ones down his neck. I am rubbish at plaiting, but do try and make some effort

When I did plait my TB she had 9 or 11 depending on her mane/neck at the time when showing

For SJ and dressage a lot of people have many tiny plaits.

Again for showing, should be an odd number.

I've plaited two today.

One is a 16.2h ish hunter type. She has seven. Other is a 15.2h Small hunter/small RH (can't deiced yet - he is only 6) and he has seven too.

My SHP mare has seven as well. Most things suit seven to nine.

usually well into the 20's for me. i like lots of small ones tho, think it looks smart for dr and eventing!
