How much can a poor start put them back?

Story...... Had Riley 10 months , bought (or more correctly swapped) as 2 yrs 2 months (passport confirms this) but was underweight and a little immature apparently due to poor start. Lady I bought him from got him from breeder in a group of four colts. Vet came the other day to do Sams jabs n teeth , checked Riley over whilst she was here an took out his first wobbly tooth suggesting to me that he is just 2 not just 3 , also when he came he was covered in brown fluff which came off when his coat changed and he went black for the summer but this winter he stayed black in his winter coat.
I would be quite happy if he is only 2 as that means he is more likely to make the height I want but I need to know as I was expecting to start bitting him this summer but will wait to let him grow up if he is only ickle.
He is mainly a companion atm.
Either his teeth are fibbing or the breeder got a vet to fib on the passport.
 
sometimes if they have a bad start and weather cold they will hang on to their foal coat, just that they will take longer to catch up. I bought a welsh sec d as a 2 year old, he'd gone through the sale ring at the Royal Welsh in Oct and when I bought him the following April, he looked like a 22 year old, he's coming up 5 and has only just hit 13.3hh, so hopefully will make 14hh eventually. The photo the seller at Royal Welsh sent me was of a very well looked after youngster, what I bought was a very unhappy pony, who still lookes out for his food, he's getting better,but still gets very anxcious if his foods not on time.
 
Mine is also passported as sec D , he really is a lovely little chap who has been no problem and now leads up the road , has the farrier , wears a rug , and loves his stable but I dont want to push him too fast if he is a year younger than his passport says.
 
I personally would leave him another year regardless of age, he doesn't sound mature enough from you description on here, but you know him best, but as a welshie he will grow slower than some other breeds so giving him another year off will help him mature and develop.
