Depends on who is benefitting. If you are a professional rider (even if young, part-time etc) who will improve the horse in some way (schooling or fitness) it would be normal to be paid. Especially if you have your own horse and plenty of options of horses to ride.
If on the other hand the rider benefits more (access to a good horse, on a nice yard) and they haven't so many other riding options (not a pro, no friends offering rides, can't afford the whole cost) then they should be willing to pay for a portion of upkeep and shoes.
I have had: sharers who paid me, some I allowed to ride free (mutual benefit), plus the occasional pro rider for schooling.
I think you could usually find someone willing to pay to ride a good safe horse, but they might not do it any real good apart from improved fitness.
