how much to "top up" this manege?

Friend has a sand school (25 x 50m), ok drainage, built well, with beach sand. It hardly looks like it has any surface at all, it's very 'bare' and hard. Hoofprints barely make an indentation in it, so as it is it's too hard to ride on really. What would be the most economical topping, and a *very* rough price this may be? It has a membrane etc. Such a shame as it's a really good size with fantastic floodlights etc, but practically unrideable! Anyone also recommend any good companies in the north west? Look at the Martin Collins website. They do an additive called Clopf to improve poor surfaces. Our YO is hopefully having some introduced into our sand school!

personally i would take the beach sand off and get proper equestrian grade sand down instead and then see what sort of budget is left for a topping over that.
