I dont think overbitting is the way either however, can be just as bad as under-bitting IMO. Someone told me to try a kimblewick with a horse I had in the past who was quite strong XC, lets say he totally refused to go forward in it even with no rein contact!! Very odd. Put him back into a Myler snaffle and he was totally normal again.
If strong bits cut his mouth, what about going bitless with a hackamore? Can suit some horses really well.
