It doesn't sound like your to interested in the driving part based on the work you have listed you have done with him? Maybe offer £1000 for him without the cart and harness. The owner could recoup some of the money they are asking for by selling that separately?

See I wouldn't have to much of an issue with the lami as I have a set up for fat ponies anyway so I'd find that easily manageable. But I would be happy to take something on with a stifle issue that needed continous work to stay sound.

But at least you know what your getting by buying something you ha e already loaned for a while.
 
His value as a driving pony is not very much. I cant imagine he has been professionally and well broken to drive if he is just plodding along in a carriage, so the equivalent of a just backed riding pony. And the rearing still applies and would mean he wouldn't be worth the risk or hassle for most people.

So Id do as suggested and tell them to sell the driving kit separately. A decent harness and 4 wheel carriage can sell for £1500+, if its a no brand harness and 2 wheeler its more like £500.

Id also test for PSSM and EMS. You want to know if he has them and they hugely affect value.

But really the lammi and rotation is the biggest issue. Thats a serious bout of laminitis and is going to happen again without careful management.

Horse prices might be high, but not for this sort of green cob with some ifs and buts and a big medical issue.
