How not to run over WhyNot

Ok.....this could get confusing, but i'll try and keep it simple.
The lady in the house that borders one of my fields has a diddly little doggie (looks like a blonde yorkie/cairn terrier cross).
The dog is called WhyNot. When the old couple decided to get a dog they decided why not indeed get a dog.....and the name stuck!
But anyway, WhyNot keeps escaping and coming to see us down the lane. No problem in that, but the lane is also the only entrance to a set of workshops, and customers can fly down the lane at times....despite the 5mph speed limit!
Today, I nearly ran WhyNot over. Yesterday one of the garage mechanics almost ran her over, and the day before that my livery almost squashed her. It doesnt help she seems to appear from nowhere and runs straight out from the bushes into the lane.
I have also found her on occassion asleep in the back of my car......once when I was almost home!
So how do I approach this? I have returned WhyNot on many an occasion, but the old lady (her husband is now no more) doesnt seem able to keep her in! But if something isnt done she will end up as someones wheel trim!
The old lady really does love her, I think she is just a bit of an escapologist!

How does whynot keep escaping? If its due to poor fencing, maybe you could suggest a local handyman/neighbour to repair any gaps etc. You need to explain to her sensitively, that if any harm came to her dog she would be devastated and/or if her dog caused an accident involving a motorist she would be troubled with guilt. Try a softly, softly approach to begin with - she may feel unable to rectify any fencing issues - and go from there.

Sorry, I would be straight round to tell them to build it a run or buy and electric fence (the type you bury), either way keep it under control or it will end up dead.

It does my nut in when people don't keep control of their animals when others make every effort to, whether it is a small dog or not is irrelevant, I am sure if my GSDs were roaming around unchecked, I would have heard about it!!!

I appreciate they are an old couple but the dog is going to end up squashed.

ETA Is it getting enough exercise? Could you offer to walk it or could someone else? That may calm it down a bit in the interim. Oh and neutering it might also help, if not to prevent a nasty surprise! Some of the larger charities do vouchers.

She has fortunately been spayed. The grounds of the house are huge, I just think she assumes (wrongly!) that WhyNot stays within the boundaries. What worrys me more is at the end of the road is not only a hugely busy main road, but also a railway line.
Unless she understands this, it really is only going to be a matter of time.
