I had a 14.1hh TB type pony in a 6ft rug.
My two cobs, 15.1hh and 15.3hh are in 6ft6 rugs.
Some of the liveries are in 6ft6 rugs, they range from 15.2 chunkys to 17hh skinnys.
Took a 6'3 Weatherbeeta t/o when she was 16hh (a year ago) and it still fits but now most of her rugs are 6'6 (unless its a combo underrug and she is then a 6'9)
In Amigos she always needs a 6'9. Amigos seem to be a bit tight side on the chest so I always go up a size for that make.

They are stupid. It depends on the length of the back and hindquarters, and on the width of the chest and shoulders.
ETA - And it depends on how deluded the person who put the size on the rug was, rug sizes are almost as inaccurate as human dress sizes!

I totally agree, I am using this size rug for a research project and just wanting to get a very rough idea of the general height of horse that fit into them.

Be (16-16.1) is currently in a 6'3" rambo.
When I first bought her she measured up as needing a 6ft, which I splashed out on buying her a lush wardrobe off, and then she outgrew them
Then I measured her with topline, and in work, and bought her 6'6" rugs... Now she's out of work though, those are too big so for the third winter in a row I've had to kit her out in a new size!

Sounds very familiar, I measured by boy as 6ft when I bought him, but when he was in work they were stupidly small for him so had to kit him out all over again.
Fine full TB 16.3 IN 6'6'' STABLE RUG BUT 6'9'' TURNOUT, all rugs are Rambo or Rhinos.
Larger built TB cross in 6'9' stable but 7'' turnout although i do think he could do with the same sizes as the other horse really.
