How to check up on dog breeder

I have found a new potential pup having lost old dog to accident at Christmas. Problem is the sellers are new to our part of West Wales and came from Hereford about 6 weeks ago. They tell me they are not licensed (regs in Wales require license for 3 or more) but seem to have quite a few dogs, both GSD and Jack Russels. Is there anyone in Hereford area who might know the breeders?
