How to contain escape artist?

Hello all, I have two little shetty/Falabella colts. They both live in a small paddock (half wire fenced and the other half electric tape) but also have access to a paddock with post and rail. Recently the older of the two has been escaping on the daily and I am at the end of my tether trying to catch him. The electric fence has four strands, 600 volts (always on) and even chains running around the outside of the fence. He does have a very thick coat and because we live on a busy road I do leave a rain sheet on him as it has reflectors on it and then at least if he got out onto the road he would be seen. I have done everything- deliberately shocking him, putting wire on his head collar so he gets a zap on the head, turning him out sopping wet so he gets a better zap- I honestly don’t know what else to do!!
Thankfully my other colt is a bit on the slow side, bless him he doesn’t have a brain cell in his head and it is beyond him to figure out how to escape!!

double fencing so he cannot get directly through. most will escape a single fence but struggle to deal with two closish together. Next would be stock fencing although not keen as little legs fit through the holes

As immediate try the double fence, but longer term you will need proper fencing. I use stock fencing and have never had a leg through it, but I had an electric strand along it to keep them at least 1ft away from it for a good year or so. My friends stallion got his legs caught and was very badly injured so I’m a little paranoid about them but it’s all I could afford at the time.

Thank you for your suggestions, would be ideal to get permanent fencing but i work in the hospitality industry so as you can imagine due to COVID we’re not exactly raking in the money at the moment! Will look into it in the future though

I know some people fix electric tape to the front of the rug and then poke the end inside the rug, so that if the front tape touches the fence he would get the same zap as without a rug.
Never tried it myself but I'm sure there are lots of past posts on here explaining it if you try a search?

Electric sheep netting might be more off-putting than strands of fence
I don't know the usual size of mesh though, so no idea if feet could go through
