This is not reasonable from either the person complaining or the yard! What exactly happened? Unless the horse is known to be aggressive when loose it is a complete over reaction. If anything happened at all it is likely an accident and there is always a degree of risk when you are amongst loose horses but it is up to the person concerned to be sensible, take any necessary precautions and read the situation around them. Horses will be horses.
