How to fix a lingering gap in the mane??

I have a rising 5 year old cob that has had a consistent bald gap about 3 inches long right in the middle of his mane. At first, he rubbed it off around three years ago when he was in a field with a very 'convenient' branch at two year old cob height and it has never made a return despite many pleading prayers. He doesn't particularly rub it away before it gets close to growing, but the hair is very wispy/short/bumfluffy and resembles nothing like what it used to/the rest of his mane.
I must clarify, he has no skin conditions/SI.
I was wondering any other methods of persuading a reluctant patch of hair to sprout a few inches of lovely/luscious cob mane??
 
I don't believe so. The area has been looked at by a vet during a routine check-up and they said it wasn't indicating anything suspicious. Due to the length of time it has been, I am starting to think that maybe it wont grow back but for no apparent reason.
 
Megatek is more like an ointment. It's a protein treatment.

I use it on my own hair and my horse. With my hair it reduces frizz (as it reduces breakage) and my hair does feel thicker (it is very fine and there isn't a vast amount of it). With my horse, his mane does grow faster. One side was just rubbed short, the other completely bald and has been for a number of years (hidden by coat or the other side of mane usually). The short side is growing fast and I want to say the bald side is also starting to recover, but I think some serious damage was done to the hair follicles so expect it to take a lot lot longer.
 
I think I am definitely going to get some MegaTek after reading all these very promising sounding reviews on the product. I am hopeful it will eliminate the "current bane of my life"!!! ( can't you tell I am fanatical about my horses main! )
