How to level Flexiride surface

We have a lovely Flexiride surface on top of sand. Used once or twice a week by two horses. Tried to level it with a pallet today but this just dragged the flexiride around and made big lumps of it. What sort of leveller would be suitable?

We were told by the supplier to use a chain harrow but that was totally useless.
I ended up buying an Arenamate leveller with tines. You need the tines to level the sand under the flexiride and then the leveller bar levels the flexiride.
